These are WordPress’ ‘reusable blocks’. Can be used as global blocks or converted into ‘regular blocks‘ in the block settings.
To create new reusable blocks set this on the settings of a block. You can group blocks into a global block section either with the ‘group‘ block or the ‘columns‘ block. You can select multiple blocks and convert them to a group.
